All vertically polarized antennas suffer wave propagation loss at low 
radiation angles near an imperfect ground. A 1/4 wave vertical will suffer 
this loss regardless of the near field ground system. The 1/4 wave vertical 
depends a ground system to create a negative image of the monopole 
radiator. With a perfect ground, the monopole and it's image behave like a 
dipole in free space. The vertical dipole does not depend on a ground image 
allowing it to be elevated to reduce propagation loss.
