[TowerTalk] elements hang over lotline

Surveyors can shoot vertical angles. In Idaho and Washington they have to
record all permanent structures that can/do encroach on the subject property
including overhangs. Pretty sure this is standard in all states.
Rotating.......good question.
My corporate attorney suggested that making the tower tall enough to fall
under FAA rules would get it away from trespassing issues!
