That's a pretty tall order.

I don't know how serious you are about 17 and 12M, but here is
something to consider.

If you choose the Cushcraft for your 2 el 40, it does quite
nicely on 17, with an swr of about 2. I can run 1500w into it
directly from the amp, with no tuner. It stacks well with the
XA with only 6 feet separation, booms aligned. It has very
pronounced directivity on 17, and the efficiency must be fairly
high because it hasn't melted down yet, so it must have SOME gain
on that band.

On 12 meters, I think the 2 el 40 has an swr of about 3 or 4, and works
ok, if you can load it. I'm not at home now, so I can't check it, and
I don't operate that band, so I can't remember the numbers.
