I don't think anyone seriously disagrees with this statement.  However,
virtually all of us have fairly serious constraints on the number of
antennas and/or towers we can have.  It is perfectly reasonable to try to
optimize within whatever constraints are present.  

As for comparisons of higher-angle propagation between the East Coast and
Europe with that seen further inland, I stated my point badly.  What I
wanted to suggest is that this phenomenon is significantly less common as
you move further west.  For that reason, an antenna optimized for that
propagation mode might be a much better investment in the East than the
Midwest.
