The reason for the 10% guy wire tension is to avoid certain side effects.
1) If the tension is too low your guy wire could 'gallop' under certain wind 
loading.  If the guys tension gets too low it can also go slack and if the 
wind shift slightly it can go taut again leading to impact loads in the wire, 
connection and the tower.
2) And if the tension is too high you can get Aeolian vibration, where the 
cable will suffer from vortex shedding which can setup vibrations in the guy 
wire that can be very detrimental to the tower.
