Yes, definitely always tie up both ends of your figure 8 safety cables with 
wire rope clips. As you have outlined in your previous drawing the u-bolt 
always goes over the dead end with the saddle seated in the live end. Or, in 
other words the u-bolt should bite into the short end of the cable with the 
saddle on the long end of the cable. I see these u-bolts improperly installed 
ALL of the time. There are also a specific number of clips to be placed at 
certain distances on different sizes of cable depending on the size of cable 
and of course the loads. Good Luck....
