Hi Barry,
It is probably just the difference in the way the antenna "sees"
the ground under it. The snow layer may have a noticeable
affect. Or, if the ground has gotten cold enough to freeze, that
is virtually guaranteed to affect it. In fact, the resonant
frequency wen up a bit. So it might actually be that frozen
earth makes the antenna "think" it is farther away from the
conductive earth.
Or, possibly, like everything else of import, the elements just
get shorter when they are cold ;-).
