yes, ionospheric sounding systems regularly measure angle of arrival.  they can
also measure parameters such as group travel time, echo amplitude, phase shifts,
doppler shifts due to ionosphere movement, polarization, wave front curvature,
and azimuth deviation.  these sounders operate over ranges of .5 to 40mhz from
many locations around the world.  if you have ever wondered what some of the
swept carriers are that periodically zip through your receiver its probably one
of them.
