Ha, Right up my alley.
I am a Chicago licensed Masonry Restoration Contractor.
What you are looking for is called:
Four Star nonshrinking Grout.
Probably only available at construction material yards.
It is VERY quick setting.
Mix only a little.
The trick is to push the grout so that it is under compression.
You want to pack it in.
This is the stuff that is put under a steel column that is bolted to a
concrete foundation.
Usually the plate at the bottom of the column is above the concrete by an
inch or so and resting on the large nuts which are on the threads of the
concrete embedded bolts.
This allows the adjustment of both height and plumb.
This is the way I like to install towers also.
After plumbing I pack the grout under the tower's bottom plate.
It will last longer than you do.
Last bag I bought was about $6 for a 20# bag.
Figure on throwing away what you don't use.
Once the bag is opened, moisture will soon harden anything left over.
