To secure a guy anchor in solid stone ledge I used a product called Super 
Por-Rok. It is a non-shrink grout. It begins to harden in seconds. You make 
just a small amount at a time. It is powerful stuff. Specs for the finished 
product exceed the strength of the rock around it! When you're finished, you 
can't tell where the natural rock starts and the grout begins. This is a 
product from The Thompson Minwax Company. You need to talk to their commercial 
products group to get more information.
