Hello Jason,
  I would much prefer a tower at 40 ft., as opposed to 30 ft., for 20 ,15
and 10 meters. It is 33% higher, slightly over 1/2 wavelength high for 20
m., slightly under 1 wavelength for 15 m., and slightly over 1
wavelength. for 10 m. Get an antenna manual out and look at the charts
for radiation angles versus the angles that are most likely to be
favorable to working dx from your region of the country. While you will
work dx on 20 meters, the performance will not be impressive, unless
you're use to very poor antennas. The most impressive performance will be
on 15 and 10 meters. The C3SS is about 1/2 db down from the C-3/C-3E
antennas on 20 meters. 1/2 db is meaningless in HF communications.
Imagine the antenna in place. Think of both. One has a maximum  element
length of about 35 or 36 ft. The other has about 25 ft. The boom length
of the C-3/C-3E is 18 ft. The boom length of the C3SS is 12 ft. Below
some height, HF yagis tend to look disproportionately large for that
