Bolt cutters may just make it more of a mess if it is the fine multi strand
stuff. Bolt cutters force their way thru a portion of the steel, then use
pressure to cause the remainder to snap. With fine strands you won't cut
even part of the way thru some of the strands. Bolt cutters are not quite
like a pair of fine electronic diagonal cutters; they're brute force.

The way I work with that type of material is to put a wrap or two of
electrical tape at the spot where I want to cut it. I place it on a steel
plate of some sort then use a cold chisel to cut it in the middle of the
tape. Makes a clean cut and the tape keeps the ends from getting 'wild'.
