That's an untraceable IARU "standard". Drake used 5 dB, as did 
Collins.

You should check the S meter over the scale. You'd be amazed at 
how bad they all are.

Many are about 1 dB per S unit near S1, few are ever 6 dB per S 
unit anywhere on the scale.
