Jim confirmed my idea that it is basically the soil from the guy anchor
location toward the tower that should be left undisturbed.  

I think then that it would suffice to have the backhoe dig the anchor holes
out from the side away from the tower.  As far as the base is concerned,
for guyed towers this strikes me as relatively uncritical, since the
preponderance of forces there is downward, from the weight of the tower and
guy reaction.  To the extent that there is also a tipping moment at the
base, I suspect you'd probably just as soon have a little "give", like a
pier pin base provides, in order to avoid stress concentration right at
ground level.
