Hi Dan,
  It is never possible to reduce the physical dimensions of an antenna
element,
or elements, without incurring a performance reduction. This is
established by
the laws of physics. However, since Force 12 is able to create the C3SS,
a
linear loaded 20 meter version of the C3S(still with full sized 15/10
meter elements),
and retain better than 90% of its gain on 20 meters, compared to the C3S,
it would
certainly seem that your desire is within the arena of possibility. Would
need more
input from you. Linear loading(folding back part of the element near and
in parallel
with the original element)would be necessary in the interest of
efficiency.
