That's true for a solid conductor.  I don't think you can apply that to 
tubing.  Both the inside and outside surfaces are "surfaces."  I'm no physics 
professor, but I'll bet the "skin effect" applies to both surfaces.  If not, 
telescoping elements would not be very efficient, if it worked at all.
