The Los Angeles Department of Water and Power has a special office for this 
problem -- and they guy is a ham. He was out the next day, confirmed the 
problem (boosting capacitors on the pole) and supposedly had a crew out the 
day after to repair. It didn't work the first time, but it did the second. 
The squeaking wheel gets the grease. He also supplied me with a sheet of 
common noise sources and a specification in the regs that the power company 
is mandated by the FCC to fix the problem or to shut it down. Worked for me.
