[TowerTalk] Tall verticals

For emergency communications on either 80m or 160m, wouldn't a NVIS antenna
be best as well as the easiest and less costly? I assume emergency
commnications is for the local area. a NVIS dipole between .1 and .2
wavelength high cut to resonant length even if the ends are folded around
for a city lot would probably be more effective than a vertical.
