So in other words, if I have a three element ten meter beam as the 
lowest antenna, and above that I have a three element 20 meter 
beam, I can ignore the 20 meter beam?

I don't think so.

All of the antennas on the tower can make a difference, especially 
the ones with a large overall radius.
