      New towers come from the factory with some really tenacious grease 
inside on the legs where the leg extension travel is.  After awhile, the 
grease disappears and you've got metal-to-metal contact which of course 
introduces more friction to the raising system. But I don't if this is the 
answer for your incremental cranking  problem.
