The starting current of a prop pitch motor is many times the running current. 
For example, an Astron 35 amp power supply will shut down due to current 
limiting.

With starting current so high it is important to have low resistance power 
wiring. From the description of the problem it is likely that the voltage 
reaching the motor is too low and larger conductors are needed. This is 
easily confirmed by measuring the actual voltage at the motor terminals.

I also use a prop pitch motor to turn a rotating tower at the first guy 
level. To deal with the voltage drop problem the 28vdc power supply is 
located at the prop pitch and 120vac is run up the tower. Two relays are 
required to energize the power supply and control direction of rotation.
