Let's think about this last statement.  Presumably, this antenna has little
or no ground plane under it.  Yet if I *desire* low angle radiation, I have
to take heroic measures in the construction of a ground system under a
vertical and I still can't get "low-angle" radiation unless I'm sitting in
salt water.  

I suggest that there is some uncontrolled vertical radiation, but it isn't
at low angles.
