You would be better off to have two radials above the water. Otherwise tide
will "tune" your vertical, by changing the length between the feedpoint and
the water. Unless you go over 1/4 wavelength in height, it won't matter much.
Do what is convenient for stringing the radials.
I will be QRV from Cape Hatteras as N2EE on 10m with vertical array on the
beach.
