Mike,

A couple thoughts...

First, is your neighbor's real issue lightning-related or could it just be
that she doesn't like the sight of your tower and she's using the lightning
concern as a smoke-screen because her safety concern is a stronger point to
present than "ugliness."

As long as the tower meets local codes, and you have not violated any CC&R,
you have nothing to be concerned with and you can present it this way.  I'm
not sure I would arm her with a lot of documentation unless she has an
appropriate background in grounding matters: This could come back to haunt
you later.
