One possible cause of (false) LOW SWR readings
at LOW power is the fact that the decectors all 
use diodes which have an inherent threshold
voltage which must be overcome before any
current flows.  If the diodes are silicon, the 
threshold voltage is approximately 0.7 VDC.
If the reflected voltage is 0.6, the SWR meter
will erroneously show a PERFECT MATCH.
