I tend to agreed with this thread it is a bunch of junk, but it is easy to 
do I would venture to say that 99% of us would pass the test with no 
modifications to our stations.
If you look at the test though you will find that the higher the tower the 
lower the rf exposure is therefore a ham that wanted to erect  a tower could 
use this info to get a decent tower approved if he uses PB1 to get the tower 
in the first place. Say the town approves a low tower of say 30'. The ham 
could you the info in the RF exposure test to show that a 70' tower is a lot 
safer because there will be less rf exposure from the higher antenna
So while we agree that the rf exposure test is BS we can use the info to our 
advantage. I on the other hand don't have to worry about this.  I live in 
the country so I don't have to mess with permits and building codes. If fact 
except for my home all the buildings wiring and plumbing I have done with no 
permits or city inspections. The downside is when the tax appraiser comes 
out and sees that I have added something the taxes go up !!!
