[TowerTalk] Revisions to the quad feed item at the site

I have revised the quad feed notes (4a under the quad model heading) to
reflect the fact that in-phase feeding of the top and bottom of a quad
loop should NOT use a twisted line to one half.  My thanks to Harmut
Waldner for spotting my succumbing to the temptation of a certain
convention for modeling quad loops that works ok for single feed quad
loops but not for phase-fed loops.  I shall like do an antenna modeling
column next year (not so very far away) on phase feeding loops and the
like.

Simple test:  if the resistive factor is almost nil with nothing but
reactance, you have 1 too many half twists somewhere.
