[TowerTalk] wind load vs Rohn specs

Pete - right, the first order stuff is the most important, and there's another
payoff as well:  when the beam happens to be parked with the boom into the
wind, I've watched the thin, tapered elements bow and become somewhat "swept
back", thereby shedding even more force.
