If you look at the exposure guidelines published on the league's
website, the minimum "safe" distance for uncontrolled exposure gets 
pretty small as the frequency goes down. For 1.5 KW at 3.8 MHz its 
something like 8 feet (3dBi antenna). Since the numbers appear to scale 
with frequency and the square root of power (field intensity), at 
750 KHz/50 KW the minimum safe distance from a 3dBi antenna would 
be  around 9 feet (the frequency term nearly cancels the power term).
Of course, I don't know how useful these figures are at low frequencies 
where the minimum safe distances are well into the near field of the 
antenna, but they do seem to be enough to satisfy the FCC.
