[TowerTalk] Sloper Qusetions

In some of the ARRL publications over the last 15 years there has 
been shown a 5 sloper system for 40 meters (1/2 Wave) with relay box
for steering the radiation pattern. My question is, will the same 
system work using half slopers (1/4 Wave)???????

Also can someone lead me to the orginal artical???
