Stubs can be part of matching devices realized with transmission lines or
used like filters.
When used as part of a matching sysytem the position where to place a stub
is well determined because the stub is a reactive device.
When stubs are used like filters (on even harmonics) they are cut to be
resonant and, at least theorically, they can be placed anywere when
impedance of source, load and antennas are purely resistive and equal to
each other.
In a real world, the above condition is not easily obtainable and, unless
special cases where the specific parameter is under control, to avoid
unwanted impedance transformations the stubs shouldn't be placed far from
the source (transmitter).
