no, Dave, it is not correct.  You've measured the capacitive sections 
(wings) and element tips, but you've not measured the distance between the 
boom and the first wing.

I think you used the wrong element tubing, ie 72 inches rather than what is 
recommended.  Measure it again;  the worst that can happen is that you'll 
swap the  rear driven for the reflector tubing.
