There are a dozen ways to skin a mouse. I'll stick to bolt cutters. 

Decent bolt cutters can be carried around as a one piece item, 
used almost anywhere, and will cut EHS strand without a problem. 
I don't even have to mess with tape.

The utility companies all use boltcutters or cable cutters (bolt 
cutters with a half-hole in the blade to keep the cable round) for 
good reason.
