We went through an exactly parallel process here, ending up with all ham 
towers being exempted from the tower ordinance.  Then they adopted building 
codes, but exempted any structure with a floor area of less than 150 square 
feet.  Of course, this *is* West Virginia, where there is a long tradition 
of resentment toward government regulation of the individual.

Unfortunately, in many suburban locations these days, the tower regulations 
are written with amateur towers in mind, so then you have to work on what, 
not whether.
