Lighting candidates

A tower, including all antennas and hardware, reaching more than 200 feet
above ground level, is generally marked and/or lighted. However, the FAA may
determine that the absence of marking and/or lighting doesn't threaten
aviation. Recommendations on marking and lighting structures vary depending
on terrain, local weather patterns, geographic location and, in the case of
antenna farms, the cumulative number of towers and the overall
site layout.

The FAA can also recommend marking and lighting a tower under 200 feet AGL
because of its particular location.
