Wasn't there an unwritten agreement between financial institutions that centered on withholding financing for certain races in certain residential neighborhoods?  Wasn't that called redlining?  What exactly was redlining, and wasn't it struck down and made against the law?

This is yet another example of drawing the distinctions between Unconstitutional and unlawful.  The private actions that make these
things wrong falls under statutory law, not the Constitution.  The Civil Rights Act of 1964 is an example of legislation that was
necessary.  Quite honestly, the U.S. Constitution does not address abuses by private citizens, nor does it care.  It leaves it up to
Congress and the states to figure it out.
