I built one.

My ground rod driver consists of 1 foot of galvanized steel pipe nipple, 
with couplers at both ends, with one end sealed with an end plug. On this 
I've slipped 15 lbs of weights and collars from an old weight set.

I use it to drive ground rods within a foot of the ground, then finish 
the job with a sledgehammer. 

My driver has put in more than a dozen ground rods. None has taken more 
than 5 minutes to install.
