Short of breaking the fence into non-resonant pieces (insulating segments) 
what might work is the "trombone" tuned circuit consisting of u shaped piece 
of long tubing with capacitor at the open end and attched to the fence in few 
spots. This was used to isolate or make "RF invisible" piece of tower or 
metal structure. Not sure if it would work with wide fence.
