The ARRL Antenna Compendium, Volume 3, contains two articles about 
CCD antennas:

"The CCD Antenna -- Improved, Ready-to-Use Construction Data," by 
Harry Mills, W4FD, and Gene Brizendine, W4ATE, on pages 131-133; and

"Controlled-Current-Distribution Antenna Performance: By Analysis," 
by Bill Shanney, KJ6GR, on pages 134-136.

Each of these articles includes references to several other publications.

IMO, an antenna-modeling program such as NEC or EZNEC would be very 
useful to anyone interested in such an antenna.
