I have had three messages referring to this possibly being from one of the 
April Fools issues of QST...

Sorry guys, I don't remember it as such at all. It may have been a "letter to 
the Ed" type format. I just don't remember the details - but, I do seem to 
relate it to the "73" mag from Wayne Green - not QST.

I seem to remember it said something about a corona effect, on the ant, in 
the UV area of the band...

It might be something that our "no such agency" really stomped on...
