SS wire would have higher losses than copper but not as much
loss as normal soil.  Unless you can get an *abundance* of
SS wire for free, then use soft copper, insulated or not...really
the best choice.

BTW, SS is lossy enough that the wire was used for
"dissipation lines"  on commercial Rhombic Antennas
rather than use large load resistors for the terminating
resistance.
