I would start by removing the parasitic element and just loading the driven
element and comparing the frequencies you find resonance at with only the
"trap dipole"..........

>From there I would try to find how the original antenna element lengths
compared to the mechanical driven element length....

If the driven element alone is high, slide it on down and then find the
amount you changed the specs and proportionately adjust the parasitic....
