I suspect that what your field strength meter is sensitive
to are volts/meter, or the electric field strength not the
magnetic field caused by the area of max current flow
in the dipole. So, yes, when walking under the dipole,
you will see a maximum volts per meter reading at the
wire ends, where the voltage is maximum. That electric
field, by the way, at the ends, if the ends are low to
the ground, as in an inverted V setup, can induce lots
of current into the ground, hence signal loss!
That is one critical reason why you would like to have your
dipole antenna high to minimize loss, as well as achieve
the model radiation pattern.
