[TowerTalk] Painting Rebar Cage?

[WA2BPE]

Could you tell me what the "green" coating or ?? is on the rebar that one commonly sees (at least here in NY) when the state builds/rebuilds bridges, etc.?  What is "different" about this
rebar from what is seen in other construction?
