[TowerTalk] electric fence qrn

I believe you will find the fence is arcing (making a spark) to some
object located too close to it.  Trim back all vegetation, look for
rocks, check for dirty, wet, insulators, etc., anything the fence
could be arcing to.  May have be done at night in the dark.  An
electric fence will only be noisy when it creates a spark.  It is only
supposed to shock animals when they come in contact with it. 
Otherwise it is supposed to just sit there doing nothing.  Also check
the contacts on the box itself.  It may be dirty and arcing over
there.
