[TowerTalk] FULTON expansive Winch (was chip winch)

Now I know why all the dogs in the whole neighborhood start howling when I
turn my beam.
It make me worry when neighbors start complaining.
I have survived building inspector but that HAM IV kerchung and Fulton
ratcheting is something else.
