Thanks to all who replied.  I re-checked the SWR  placing the reflector 
end of the antenna on a concrete block and pointing it to the sky.  The 
SWR is at the "correct"  levels on 10-15-20 meters!!!  I appreciate all 
who responded.  Now comes the fun of raising the tower on the hinge 
plate!  Thanks again guys.
