If you leave off the trap caps and you have a winter ice storm the 
antenna will be rendered useless.  In the summer months bugs will occupy 
the traps and teh antenna will be rendered useless.

A cheap fix would be to leave the old cracked caps on the antenna and 
coat them with plastic coat sealer.  Also, keep your eyes open for an 
estate sale. Typically, antennas from estates go cheap.  Or get your 
kids and have a car wash to raise money for your antenna project.

Don't un-engineer a good antenna.  If you can't afford to do it right 
this year, wait.  Use a wire and save your money.
