[TowerTalk] The Three Types of Communities

There are three types of communities:

1. Reasonable rules (rare)
2. Unreasonable rules but not used much
3. Unreasonable rules, often enforced

If you live in a Type 1 community it is best to respect the rules and 
cover all your bases.

Lots of people in a Type 2 community just punt the permitting process 
because they know it will be long, expensive and painful for everyone, 
with uncertain outcome. It's better to beg forgiveness than ask for 
permission in these places. A rural town I know well is Type 2 - even 
simple tribanders are proscribed because they have elements that exceed 
an arbitrary and ridiculous 25' limit. But they are generally unaware of 
exceptions and surely don't want to tie up limited town resources in a 
PRB-1 battle. Shmooze the neighbors and hope for the best.

If you live in a Type 3 community, move. (Unless you're a lawyer with 
time or an activist with money.)
