>From the descriptions of the SteppIR I have read, the metal strip can be completely retracted.  So, the length of each dipole can vary from roughly 10 meters to zero.  If we start with a half wave on 20, i.e. 10 meters, we could expand to 20 meters of conductor at maximum extension.  So, I think it is likely the antenna could be made to tune 20 meters through 40 meters.  Of course, if Fluid Motion develops a new housing, so much the better.  

An interesting application would be on 75/86 meters.  The half-wave change is 5.5 meters, well within the range of the SteppIR with the existing housing.  There would still be the issue of extra mass and friction from the extra length of metal strip.
